There was no implementor involved in that discussion. I want to see
their feedback before changing the standard.

Also, FYI, http://dvcs.w3.org/hg/fullscreen/raw-file/tip/Overview.html
is not maintained, http://fullscreen.spec.whatwg.org/ is.
