[gamepad] events and misc.

You need to follow
http://wiki.whatwg.org/wiki/Howto_spec#Events_implementing_their_own_interface
to define the GamepadEvent interface. Currently it is missing details.

The same goes for dispatching the events. Presumably they need to
implement the GamepadEvent interface but that is not actually
mentioned.


You have a "MUST NOT" requirement as "MUST not". It might be better to
always use lowercase as e.g. DOM and HTML do and mention that in the
Conformance section.

The Gamepad members are not defined for a disconnected Gamepad. In
general the details around these members seem rather fussy. It might
help if you list how an existing controller is mapped.
