On July 21, the Web Performance WG published a Last Call Working Draft 
of the Page Visibility spec and WebApps has been asked to review it, 
especially its usage of Web IDL:

Individual WG members are encouraged to provide individual feedback 
directly to the Web Performance WG. If you have comments, please send 
them to the following list by August 18:

If anyone in WebApps wants to propose an official WG response, please do
