Re #3, assuming a wiki is OK, two options are the new Security wiki  
created a few weeks ago:

  http://www.w3.org/Security/wiki/

Or WebApps wiki:

  http://www.w3.org/2008/webapps/wiki/

Using the Security wiki may help get broader review.
