The former WebAPI working group discussed this issue and found that the
reasoning behind this was bogus and, taking into account deployed imple-
mentations resolved, to change the binding to the Number type. DOM Level
3 Events does as much, along with pointing out the Group's intent to up-
date DOM Level 3 Core accordingly (see the "Changes" appendix).
