The original spec did contain an NSResolover argument, which was based 
upon the XPathNSResolver.  It was dropped for technical reasons and lack 
of use cases.  For a discussion of alternatives, see the thread

It would really help a lot if those who believe being able to resolve 
namespaces is an important feature, could document clear use cases that 
cannot be solved easily without, or would be solved more easily with, 
support for namespaces.
