Agreed. The place does not matter. Stability does, IMHO.

At least there is a chance.
It seems more feasible to implement a set of interfaces one by one - if they are independent - then to do it all at once.

Separation on the spec level may also result in better specs, since the interface interdependencies would be avoided for practical reasons.

To be clear, when we decided to implement this feature it was still part
of the HTML5 specification. Where it is specified did not really have an
impact on whether we would do it or not. I would also be somewhat hesitant
to say that separate drafts necessarily move faster.
