Tracker Guidelines

Hi, WebApps fans-

Many of the specs under development in the WebApps WG use Tracker as
their issue- and action-tracking software.

Tracker has various states that an issue or action can be in, and the
HTML WG formalized those for their own use. [2]

I thought they seemed like useful definitions, so I put them in our wiki
as a general guideline. [3]  If anyone has any comments or questions,
please let us know.
