Submitting tests for Shadow DOM

I’m developing a test suite for Shadow DOM [1]. I would like to create a
directory for tests for this spec, specifically

ShadowDOM/tests/submissions/Google

for my submission. As editor of the Shadow DOM spec, Dimitri Glazkov will
be the Test Facilitator per [2].

The set of tests is under development, and I plan to frequently updating
the submission for a while.
