[w3c/FileAPI] Navigation to blob URLs (#145)

Per https://github.com/whatwg/fetch/issues/666 this is not well-defined. Let's track this here as well.

This is a bit of problem when defining new features such as COOP, as it's unclear how inheritance of certain policies would work. See also https://github.com/w3c/FileAPI/issues/142.
