Re: [w3c/editing] Should execCommand dispatch beforeinput or not? (#200)

If it's a compatibility issue between browser's addon and web apps, that's https://github.com/w3c/input-events/issues/91. I think that it's reasonable to make browsers dispatch `beforeinput` event if `execCommand` is used by addon because addon is a part of browser if you see it from point of view of web apps.
