If you have top-level A and A embedded inside top-level B, it would give a bit to A about the user likely being the same (if there is not much other differing information). Note that we also do not let these two As share connections and such, for much the same reason.

And it's totally fair to put end users ahead of other interests and also in line with our design principles.
