[w3ctag/design-reviews] Serial API (#431)

Hello TAG!

I'm requesting a TAG review of:

  - Name: Serial API
  - Specification URL: https://wicg.github.io/serial (draft text is currently staged at https://reillyeon.github.io/serial, this version should be considered a PR against the WICG version and is the text for which review is requested)
  - Explainer (containing user needs and example code)¹: https://github.com/WICG/serial/blob/gh-pages/EXPLAINER.md

  - GitHub issues (if you prefer feedback filed there): https://github.com/WICG/serial/issues

  - Tests: https://chromium.googlesource.com/chromium/src/+/refs/heads/master/third_party/blink/web_tests/serial/ (will be upstreamed to WPT as the specification matures)
  - Primary contacts (and their relationship to the specification): @reillyeon and @marcoscaceres (editors)

Further details:

  - Relevant time constraints or deadlines: The feature is targeting an Origin Trial in Chrome from versions 79 to 81 (December 2019 through April 2020). Assuming there are no implementation issues, developer or TAG feedback remaining to implement by the end of the trial a stable launch is planned for Chrome 82 (April 2020).
  - [x] I have read and filled out the [Self-Review Questionnaire on Security and Privacy](https://www.w3.org/TR/security-privacy-questionnaire/). The [assessment is here](https://github.com/WICG/serial/blob/gh-pages/security-privacy-questionnaire.md).
  - [x] I have reviewed the TAG's [API Design Principles](https://w3ctag.github.io/design-principles/)
  - The group where the work on this specification is: WICG

We recommend the explainer to be in [Markdown](https://github.github.com/gfm/). On top of the [usual information expected in the explainer](https://w3ctag.github.io/explainers), it is strongly recommended to add:

  - Links to major pieces of multi-stakeholder review or discussion of this specification: https://discourse.wicg.io/t/serial-api-moving-from-web-of-sensors-cg-to-web-incubator-cg/2940

  - Links to major unresolved issues or opposition with this specification:

You should also know that...

I appreciate the effort the TAG puts into reviewing specifications. I am available to answer any questions and can participate in a live video chat to discuss the specification if desired.

We'd prefer the TAG provide feedback as (please select one):

  - [x] open issues in our GitHub repo for each point of feedback
  - [ ] open a single issue in our GitHub repo for the entire review
  - [ ] leave review feedback as a comment in this issue and @-notify [github usernames]

--------------------------

_Please preview the issue and check that the links work before submitting._ In particular, if anything links to a URL which requires authentication (e.g. Google document), please make sure anyone with the link can access the document.

¹ For background, see our [explanation of how to write a good explainer](https://w3ctag.github.io/explainers).
