Re: [heycam/webidl] non-readonly [FrozenArray] attributes are footguns as currently specced (#810)

Eliminating FrozenArray would syntactically allow `sequence<>` in attributes, and that might unexpectedly encourage authors to write non-frozen sequence attributes.
