Re: [w3c/webcomponents] Change 'CSS Modules' name to avoid webdev confusion (#843)

In https://github.com/whatwg/html/pull/4898, which is the actual PR that proposes adding this feature, all references [except one](https://github.com/whatwg/html/pull/4898/files#diff-36cd38f49b9afa08222c0dc9ebfe35ebR89163) are to "CSS module script". So, as @annevk points and, as far as I can tell, the feature already isn't called "CSS modules".

Can we either:
1. Change that one reference to be "CSS module script", or
2. Change all references to be "Cascading Style Sheet module script"

As well as update the all references in explainer and all the relevant issues we can find, and move on from this?
