Re: [w3c/webcomponents] Change 'CSS Modules' name to avoid webdev confusion (#843)

I'm going to reopen this issue as closed issues aren't tracked.

@gregwhitworth note that any name we end up with will end with "script" at least per the last round of discussions around this. It's also "JSON module script", "JavaScript module script", etc. Those are the only terms appearing in the HTML Standard. (There's no dedicated "CSS modules" standard. It's an enum value in the HTML Standard with a processing model for turning a resource into a CSSStyleSheet object.)
