Re: [heycam/webidl] Intent to use Constants (#608)

Our current working hypothesis is that there are bots that, for some reason, have GitHub login tokens, and crawl the web and click on links like https://heycam.github.io/webidl/#idl-constants or HTML's "file an issue about the selected text" and then submit the form. Not really clear why.

Anyway, the standard procedure is to close, lock as spam, and report the user to GitHub.
