Re: [w3c/manifest] Allow for multiple scopes (#449)

I'm not sure if this could tie into "[First-Party Sets](https://github.com/mikewest/first-party-sets)" (perhaps first-party sets could be governed by web manifests, [perhaps not](https://github.com/mikewest/first-party-sets#do-we-really-need-another-json-file)).

Anyhow the concept seems relevant to this discussion and so might be of interest.
