I suspect that they were confused between dictionaries and interfaces.  And a casual reading of the WebIDL spec (at least to me, and perhaps them) does not easily reveal that interface members are not optional (where dictionaries are the opposite and the WebIDL spec resonably plainly states that). But I haven't spoken directly with those devs.
