Re: [w3c/manifest] fix: omit credentials by default when obtaining (#777)

@dominickng, hopefully this aligns Chrome and Firefox. 

@hober, I'm not sure who to ping on the WebKit side... I don't mind filing Radar bugs, but would prefer to work with someone from WebKit directly if at all possibly, so we can keep implementations is sync (plus we really appreciate Apple's Engineer's feedback, particularly on things that affect user privacy!).
