Re: [w3c/webcomponents] CSS Modules (#759)

I've posted an [Explainer doc](https://github.com/MicrosoftEdge/MSEdgeExplainers/blob/master/CSSModules/v1Explainer.md) for the @import-less CSS Modules V1.

We're wrapping up [JSON modules](https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/ojwkySW-bpQ) and are ramping up to implement this in Blink (most of the groundwork has already been laid with [Synthetic Modules](https://groups.google.com/a/chromium.org/d/msg/blink-dev/0UWEnR_rV9E/SOM8xOgfBQAJ)).
I don't see other implementer interest concretely stated in this thread -- @annevk , @rniwa , thoughts on moving forward with the V1?
