Hi. This is still pending (2+ weeks now). Would love to get this merge, so we (Publishing WG) can better consider it's potential values along side Google's Web Packaging format--which we are beginning to review here: https://github.com/w3c/pwpub/issues/23 This earlier TAG draft has features which have been removed from Google's Web Packaging format and we'd appreciate this spec being ungutted, so we can more easily reference work done by the W3C from within the W3C.
