We do limit it. The browser only allows you to call it a few times at certain rate - then asks the user if they want to stop it from showing alerts.

With all due respect, we’ve been at this a few years (~5 now). I’d encourage you to search through the closed issues around installation, install prompts, and install buttons. We’ve done extensive research into this problem and will still take a while to work out. It’s not as trivial as you make it sound.
