Re: [w3c/permissions] Add optional consent due to GDPR (#169)

I agree with @johannhof as long as a page can always check whether an action it will cause a permission request they can build ui to make clear what they are trying to do before the user ever sees a permission prompt.
seems like the important thing is that sites can know what permissions they have/would need to ask for.
Are developers having problems implementing this pattern?
