I found out we had designed it as the exact-path match plus globbing. (see https://github.com/w3c/ServiceWorker/issues/287.) We dropped the globbing in favor of removing the complexity posed in the OP of that issue.

With the OP of this issue considered, I agree the "secondary measure" is a reasonable option we can take.

Any concerns about adding that condition? Or any other good ideas?
