You can match scopes against file names or each substrings of filenames today.  Making it a path comparison doesn't seem compatible with that?  Or maybe I don't understand that proposal.

For example, pretty sure we have tests that set scopes "https://foo.com/path/dummy-file" and expect it to control both "dummy-file.js" and "dummy-file.html".
