[w3c/permissions] Update on 'read' and 'write' methods? (#187)

I'm attempting to call 'navigator.clipboard.write' for an SVG blob of data, but it appears that the navigator.clipboard object has no knowledge of the 'write' (or 'read') methods, when looking at the constructor.  I was curious if there were any updates on implementing these methods.  I'm currently on Chrome 71.
