We have now chosen [`:where()`](https://drafts.csswg.org/selectors/#zero-matches) for the selector with zero specificity.

We have chosen [`:is()`](https://drafts.csswg.org/selectors/#matches) instead of `:matches()` for the selector that has the specificity of its most specific argument.
