Re: [w3c/manifest] Redefine "within scope" using concatenate algorithm (#746)

I just confused myself reading this, thinking that "separated by" meant parsing a path, splitting on '/', which is not what I thought the algorithm did. Then I realised it was concatenating an array.

Best to use the infra definition of "concatenate".
