Re: [whatwg/fetch] Use Infra's abort when (#702)

@jakearchibald could you review this? Note that there's one slightly larger change where I actually had to add "if aborted" since it was completely missing from the source.

This does not attempt to variable issues I raised issues for. Just adopting the more formalized wording.
