Re: [whatwg/fetch] Handle failure while handling content codings (#710)

@TimothyGu that only tests `gzip` though, if I'm not mistaken. What would be interesting is testing what `unknown`, `unknown,gzip`, `gzip,unknown` do.

I agree that we need a new flag if we want to skip content handling altogether.
