Re: [w3c/manifest] Allowing only site-triggered install prompt (#627)

We will continue to restrict the situations in which any install method can
be called. That's why `onbeforeinstallprompt` was invented. Replacing it
with an inferior API will only cause churn and won't change the triggering
behavior.
