[whatwg/fetch] History behind the decision to make fetch return a Promise (#611)

:wave: Is there any documentation/conversation around the decision to make fetch return a Promise? I looked through the issues a bit, and didn’t see anything, so I was wondering if there might be a mailing list or something where the initial discussion happens around the creation of this spec.
