No the idea is not to expose these. There are no way for web devs to obtain the manifest info without fetching it manually, in which they will get JSON back.

The IDL helps defining the spec in a less verbose way (we can simplify algorithms), and it gets types we can refer to in incubation specs or documents before integrating new features in the spec itself. It also makes the spec more structured and gives better overview (IDL snippets and IDL index).
