[w3c/pointerlock] Add non-normative text describing common implementation concerns (#29)

- Rapid entry & release of pointer lock should still show the exit instructions
- Rapid entry & release should be able to be exited, if site is spamming these operations then ESC should still work
- Re-entry to lock when outside the window area may be a nuisance
- Must be the active window.
