Re: [w3c/charter-html] Charter must state a reason when duplicating work done elsewhere (#139)

A co-editor of the HTML spec here. I can only talk to my motivation for working on HTML at W3C. It affords me and interested members of the community more opportunity to provide accessibility related normative and informative content in HTML. Why don't I just contribute at WHATWG? I do, but the priorities and ideological orientations of the editors of the WHATWG spec are different to mine and the community I work with. This sometimes leads to an ossification of incomplete or incorrect information in the WHATWG spec, that I am able to avoid in the W3C spec. In general I do not duplicate content in my editing and do not seek to minimise differences, except where that minimisation improves interoperability and outcomes for users with disabilities. The centre of gravity for accessibility related aspects of the web platform; covering implementation in browsers continues to be at the W3C. It is still also the place where  stakeholders with a commitment to accessibility get a seat at the table.
