Via https://github.com/tmpvar/jsdom/pull/1762, I learned something new about browser behavior. I was wondering if this was something fetch needed to cover better? Ctrl+Fing "fragment" doesn't turn up much.

Maybe it is already handled by HTTP. But I wanted to file an issue to check.
