Re: [w3c/webcomponents] Close this repository in the future (#652)

My personal take has been treating this repository's issue tracker as a host for incubation, [per the WHATWG working mode](https://whatwg.org/working-mode#new-proposals). It's done pretty well in that regard, so I would be OK continuing in that fashion.

Discussion of bugs in the existing spec makes more sense in the other repository's issues, I agree, and maybe migrating those would be good.
