Hrm, perhaps that only runs for "script" evaluations (scripts, modules, attribute-based event handlers, etc). The bit in "spin the event loop" confused me. I guess we need a similar hook invoked from [Processing model](https://html.spec.whatwg.org/multipage/webappapis.html#event-loop-processing-model).
