Re: [w3c/webcomponents] slotchange event should not bubble (#571)

Looking at the main issue around the `slotchange` event, all evidence seems to point to it being decided that it should *not* bubble. See https://github.com/w3c/webcomponents/issues/288. I could have missed another issue where this was changed, though. It would seem Safari is correct here. cc @rniwa @hayatoito
