Re: [heycam/webidl] No seemingly consistent Shepherd story (#240)

There's two reasons why I think it matters:

1. I'd like them to converge. I don't think we need both sequence and list. I don't think we need both record and map.
2. Once we start formalizing internal slots, and potentially having some syntax for them, we're going to get even more convergence as these internal slots can hold URL records and such.
