This change is fine by me.   I said so in the two issues this PR is claiming to fix.  ;)

As far as tests go, there's stuff in WebIDL/ecmascript-binding/es-exceptions that's sort of similar, or we could add things directly under WebIDL/ecmascript-binding, right?

And yes, issues on UAs would be good.
