Re: [w3c/webcomponents] Does relatedTargetScoped need changes (#486)

I would like to solve this issue. I'm file with Anne's proposal. https://github.com/w3c/webcomponents/issues/486#issuecomment-216186947

- Remove this flag.
- We always do "relatedTargetScoped" in a shadow tree.
- One exception: We dispatch a synthetic event even if a target and relateTarget are same in a non-shadow tree (for compatibility)

Is there objection to this?
