The consensus to have no default was reached in a F2F meeting on April 24th, 2015:

This was one of the most controversial and contentious bit during shadow DOM API discussion:

As you can see yourself, this is a very complicated topic of which people have varying opinions.  This is precisely why we added a flag to toggle the two modes and didn't force the default mode on anyone by requiring for the author to specify so that we may pick the appropriate default mode once we learn how this feature gets adopted by developers.

So on the contrary to what you're claiming, this is precisely the decision made to wait & honor the future feedback we get from developers (i.e. users of this API).
