Re: [whatwg/dom] Provide greater visibility of `implements` relationships? (#249)

@domenic @heycam do you agree with a push towards having "implements" statements below the class being extended? And have the mixin point to the various classes in a more informal manner? Or would you want to formalize this in some other way?
