Doing a quick visual side-by-side comparison...

* Missing "Translation (non-normative)" section/link at the top
* Adds blank Abstract section
* Sec 5:  "An encoding-xxx ..."
* Sec 7: "the result of run UTF-8’s decoder" (vs. "running")
* Sec 8: In example, TextEncoder is not a link (not a big deal)
* Sec 8: In code sample, missing line break in "{ var"
* Sec 8.1: In heading, TextDecoder is a link (this is odd)
* Sec 8.1: In code sample, missing line break in "buffer;while"
* Sec 8.1: Terms "throw" and "throws" are not links
* Sec 8.2: In content, TextEncoder is not a link
* Sec 8.2: "The encoding-yyy"
* Sec 13.2 "ASCII-aaa", "Roman-ttt", etc.
