Re: [slightlyoff/ServiceWorker] "Wait for all the tasks queued by Update State" language is problematic (#848)

If we implement #860 then we can just rely on queued tasks to run in order and drop the "wait" language here.  We just need to queue a task to run the Activate algorithm.
