[w3c/uievents] Extraneous <code> in & after §12.1.2. Changes to DOM Level 2 event types (#82)

The last paragraph of https://w3c.github.io/uievents/#changes-DOMEvents2to3Changes-event-types and the subsequent remainder of the "Changes" section is incorrectly within `<code>`(s) and thus in monospace font, even though it's prose.
