I have some concerns here:

1. Where did this get security review?
2. Note that in https://github.com/whatwg/html/issues/689 we might change the value space of `Last-Event-ID`.
3. According to dev.platform the Client-Hints headers are still controversial. Are there any user agents other than Chromium shipping these?
