Re: [webcomponents] Custom elements disconnected from a document should not be upgraded (#419)

In https://github.com/w3c/webcomponents/commit/d48e8176a8f469bdd4b5eb0f2d18f946deecbd91 I took the first step so that we stop retaining references forever ("leaking memory"). As I said there's still more to be done on making upgrades more ergonomic. It sounds like there's going to be an internal Google discussion as well on the subject so I'll report back on that when it happens.
